Evaluation Request
Every request is subjected to a preliminary filter before activating structural analysis.
Before committing technical resources, ND&C conducts a mandatory Preliminary Evaluation (PRE) to determine if the project qualifies for inclusion in the DVRII® System.
This process does not constitute immediate advice or automatic acceptance.
It is a technical classification mechanism whose purpose is to determine if a project meets the minimum conditions to be subjected to comprehensive strategic analysis.
Scope of the PRE
The Preliminary Assessment allows:
- Identify level of regulatory exposure
- Estimate financial complexity
- Classify structural risk
- Determine the feasibility of a complete report
Not all projects qualify to move forward.
Acceptance Criteria
ND&C reserves the right to accept or reject applications according to internal technical, financial and regulatory criteria.
We only intervene when the level of capital, risk, or complexity justifies a comprehensive strategic architecture.
The evaluation does not imply a subsequent commitment to implementation.

The review time is determined according to the complexity and volume of information.
Scope and Delimitation
The PRE does not replace:
- Specialized technical studies
- Formal legal opinions
- Official environmental assessments
Its function is to determine whether such studies should be activated.
Institutional Declaration
Incorporation into the DVRII® System does not operate under a massive commercial logic.
It operates under technical criteria.
Not every project needs to be implemented.
Some need to stop in time.

It should only be initiated if the applicant understands the formal nature of the process.
Viability is not assumed.
